Industry coalition publishes recommendations to unlock offshore vessel charging

MJR Power & Automation has co-authored a cross-industry position paper on the final barriers to electrifying offshore vessels. The coalition includes Tier 1 offshore wind developers, vessel operators and technology providers.
The paper's central argument is that the remaining obstacles to offshore charging are regulatory, commercial and operational - not technical.
Government and industry-funded R&D has already taken the technology to a high readiness level, and systems such as Charge Offshore's Aquarius Eco have been demonstrated in the field and are now at commercial stage.
The working group has engaged directly with UK key government bodies to develop the commercial and policy frameworks needed for an economically viable deployment at scale.
Vessel operations account for around 33% of offshore wind lifecycle emissions, making them a priority for decarbonisation. Offshore charging offers a route to zero-emission operations while drawing only a negligible share of a wind farm's output.
The paper sets out four recommendations to accelerate adoption:
- Policy alignment - bring Crown Estate, DESNZ and LCCC frameworks into a single coordinated pathway.
- Early-stage enablement - embed offshore charging requirements at leasing and FEED stage, before infrastructure decisions are locked in.
- Clear access to power - confirm that offshore-generated electricity can be used for vessel charging and operational activities.
- Pricing neutrality - introduce a fair, neutral pricing model that removes commercial uncertainty.
